I have received your despatch No.162 of April 7th last with regard to the request of the Chinese Government that enactments similar to the Hongkong Ordinance No.15 of 1907 on seditious publications may be passed in the Straits Settlements and other British territories in the Far East.
I transmit to you for your information and guidance copies of correspondence with the Colonial Office on the subject and I leave it to your discretion whether to inform the Chinese Government at once of the decision of His Majesty's Government or whether to wait until they revert to the subject.
